Summary:This book investigates different models of distributing the jurisdiction to prescribe, to adjudicate and to enforce in matters of criminal law in political multi-level-systems. It compares the existing models of Germany, the United States, Canada, the United Kingdom and the European Union. In deduction from this comparative analysis it develops criteria of choice for the allocation of criminal law powers in multi-level-systems. It then develops abstract models of distribution of criminal law jurisdiction and rates them according to these parameters in order to reveal the advantages and disadvantages of the respective models. In conclusion it discusses possible changes to the EU treaties. Thereby, it adds valuable arguments to the current debate
