Sumario:Welcome to the 31st edition of the Great Lakes Symposium on VLSI (GLSVLSI), 2021, which is held virtually again due to COVID-19. GLSVLSI is a premier venue for the dissemination of manuscripts of the highest quality in all areas related to VLSI, devices, and system-level design. The special theme of GLSVLSI 2021 is "Machine learning in CAD, EDA, and VLSI Design and Security". GLSVLSI 2021 is a collaborative effort of a 15+ member organizing committee with 100+ technical program committee members. The Technical Program Committee Chairs, Avesta Sasan and Ioannis Savidis, have put together the 2021 installment of the traditionally strong ACM/IEEE GLSVLSI program. The program is structured atop seven technical tracks below, together with the International Conference on Microelectronic Systems Education (MSE) for GLSVLSI attendees as the eighth track in 2021: 1. VLSI Design (Track Chairs: Jie Gu, Selcuk Kose) 2. VLSI Circuits and Power Aware Design (Track Chairs: Chenchen Liu, Swaroop Ghosh) 3. Computer-Aided Design (Track Chairs: Emre Salman) 4. Testing, Reliability, Fault Tolerance (Track Chairs: IIia Polian, Benjamin Schaefer) 5. Emerging Computing & Post-CMOS Technologies (Track Chairs: Deliang Fan, Joseph Friedman) 6. Hardware Security (Track Chairs: Naghmeh Karimi, JV Rajendran) 7. VLSI for Machine Learning and Artificial Intelligence (Track Chairs: Yanzhi Wang, Wujie Wen) 8. Microelectronics Systems Education (Track Chairs: John Nestor, Tina Hudson) We hope that you will find this program interesting and thought-provoking and that the symposium will provide you with a valuable opportunity to share ideas with other researchers and practitioners from institutions around the world.
