Sumario: | It is our great pleasure to welcome you to the 2019 ACM International Workshop on Wireless Network Testbeds, Experimental evaluation & Characterization (WiNTECH'19). This year, WiNTECH is proud to enter its 13th year and stands out among the most long-lasting workshops co-located with ACM MobiCom. WiNTECH continues bringing together important researchers and industry players working in various aspects of experimental wireless networking and communication. The mission of this workshop is to serve as a forum for sharing new ideas and experiences gathered across all experimental aspects of wireless networks and systems, including but not limited to the methodological and technical issues that have to be faced for defining, running, controlling and benchmarking experiments on wireless solutions. We believe that this year's workshop will tackle various new challenges emerging in the field experimental observations in mobile networks, wireless LANs, wireless networks for the Internet-of-Things, high bandwidth networks, visible light communication, vehicular networks and testbeds of software radios, to name a few. The call for papers has attracted submissions from Asia, Europe and the United States. 5 papers are included into two full technical paper sessions. In addition, all the regular papers will be considered for the Best Paper Award, which will be announced at the end of this workshop. As a prominent feature at WiNTech'19, it is our great pleasure to have 5 demos and posters included in our program.
