Sumario: | The architect and researcher Elie al-Ashkar sheds new light on the transformations experienced Beirut from mid XXth century to the 1990s.His work is interested in the relationship between the Beirut landscape and urban regulation, of which he details the strengths and weaknesses. It examines the growth of the city from the urban planning texts enacted during the period The author chooses several key themes, among which the zoning of the city, building and occupancy permits, the regulation of built volumes or construction projects. Beirut developments. The end of the book focuses more particularly on the regulation of the reconstruction of the downtown area of the Lebanese capital after the civil war. In the appendix is provided the annotated list of the main laws and decrees on construction and town planning. This documentary gathering constitutes a first step towards the creation of a corpus, necessary to re-read the recent urban history of Beirut through the rules which govern the actions of private operators under the control of the public authorities. |
